100 years after the devastation of a nuclear World War III, a small group of humanity managed to survive and unite to form a “world government.” This organization brings together the greatest minds to rebuild society, establish order, and create safe zones called “Domes” where humans can live without fear of radiation or crime.
As the population grows, the government sets its sights on constructing a Dome in District 12, located in Seoul, the Korean peninsula. However, powerful criminal organizations that have long dominated the area are determined to prevent the government’s project from encroaching on their territory.
To thwart these criminal organizations and ensure the successful construction of the new Dome, the Korean Division of the world government deploys their top law enforcer, code-named “Alpha,” and the newly appointed government administrator of the Seoul Division, “Amber.”
